I'm not exactly sure what you want to achieve, but you could use Adonnay's Troop Changer to have special recruits in the game without fiddling with the spnpccharacter.xml. You can allow only the player, your clan or all AI lords to recruit them. You can use the Chael'Nadra troop tree by the author to change and create your own troops (which I did).

My guess is (I haven't tried it yet) you have to form an army with the banner icon in the bottom right. Which in turn may require you having a kingdom or being a vassal to one. Yup this but be aware that you're gonna share food with every party in your army so either get stocked on food or you're gonna face problems.
